Weapons

    During the night you fall into a deep sleep and you have a vision. You don't know why, but you know its not a dream even while you sleep. You are in Pellevow, but it is long ago, and you are not yourself, you are seeing through the eyes of someone else. There are others around you, they are all dressed the same, and they are waiting for you to do something. You draw your weapon, and there is writing on it that begins to glow red... but the vision begins to fade. You know the writing means something... you know that it unlocks ancient power, but you lock the weapon in a temple and the vision is gone.





Laws

Sentencing
Sentancing will be decided by the Judge in the Court at the Hall of Justice.

Jail Time
The following are crimes punishable by jail time;

  • Theft
  • Brawling
  • Disturbing the peace
  • Vandalism
  • Provoking the Authorities
  • Everything punishable by death

Death Sentence
The following are crimes punishable by the death sentence;

  • Murder (Accidental, Planned)
  • Grand Theft

Exceptions
If you are the witness of any crime, you can take it into your own hands. A standard reward of 100 gold will be given to any criminal caught dead or alive. Hurting or killing innocent civilians is NOT acceptable. You will be answerable for your crimes if you kill anyone else in your attempts to capture a criminal.
Guards are an exception to this rule as well. If in the act of trying to carry out justice they kill and innocent civilian they will not be punished. If this happens often, they will be fired. *Mass killing of innocent civilians to carry out justice on one individual is also not acceptable.
* There may be circumstances that the judge will rule mass slaughter as a necessary evil.

Government

Count & Countess
Count & Countess Glenhaven have no real power in Pellevow, other than the duty of breaking ties during Senate votes. The Count & Countess are the figure heads for the Senate, and because of this the Count & Countess are largely liked by the people because of all the press coverage they get. Of course they have their share of bad rumors, but it is treason to solicit lies about them.

They are parading around town so often it is hard for people to make rumors anyway because they would have no time to do anything “interesting”. The Count & Countess may not have any real power, but because of their popularity among the people, any “suggestions” they give to the Senate often become law. This gives them significant clout to wield during Senatorial meetings.

Senate
The Senate is in charge of laws and progress in the city. It is partially a democracy and partially an appointed position to be a member of the Senate. How it works is those who have many people behind them are often requested to become a member of the Senate to avoid riots or revolt. However, most often a Senator is appointment because of their seniority, family lineage, and or good business practices.

The Senate accepts all requests and petitions and holds Senatorial meetings twice a week to decide on the issues at hand, and they are not public. Issues are decided ultimately by a vote held by the Senate, in the case of any ties, the Count and Countess have the ability to break the tie. Emergency meetings can be called as well.

Hall of Justice
The Hall of Justice supplies all the guards for Pellevow and answers to the Senate. They are almost a guild, run by Paladins. They take care of hiring and training new recruits. In case of a war the guards would act as officers, and conscripts would be pulled from among the city.

The following are on the commanding staff;

  • General Valsius Keltor
  • Captain Drav Garrick (In charge of Developing Sector security)
  • Sgt. Jackamo Grievous (In charge of Mixed Sector security)
  • Sgt. Ullic Travis (In charge of Working Sector security)

Court
The Hall of Justice also houses the Pellevow court house. The judge is Gress Cartendum.

History

Pellevow is known to be at least 1000 years old. But other than the more recent past, nothing was recorded, or at least no records are known of that speak of the history past 500 years ago. This is why Pellevow is often referred to as a “historical black hole”. Some believe the original library burnt down taking much of the history of the city with it.

Historically Pellevow is known to have good leadership and low amounts of crime comparable to other cities of its size and density.

There are many mysteries that are usually only explained through stories that seem all to mythological in nature. Some such areas are the ancient ruins (22) which have been dated as being here longer than city itself. Something that is just generally strange is why the city was built where it is. There is a river about 5 kilometers away which would have been a much better spot to start a city. For whatever reason Pellevow was built where it currently is, and water has had to be brought to the city by way of a canal. Some might argue it was easily defendable because of the hills on the northern and western sides, but no fortification where made on the hills. Another oddity is the large museum in the middle of the city. Some think it should be moved to another location so a more useful building could be placed in the hub of the city. Some senators were vocally against this, for the museum preserved the only known history of their town.

About 10 years ago an explosion occurred in the Developing Sector (72) of the city which leveled a little more than an entire block, killing almost a hundred people. The Senate's official reason for the explosion was a failed experiment.

Tornado Park (89) and Tornado Down (93) were built after a Tornado went through the area.

The crumbled tower (37) is all that is left of an old sister tower to the D'Aellinar tower.

The crumbled wall in the Developing Sector (100) has never been repaired, and houses started growing out of the city boundaries. At first the Senate tried to stop this activity, but this effort was later abandoned and now the city just considers those outside the crumbled leftovers of the wall not apart of Pellevow.

The Old Luptoo Trunk Forest (27) has been cut down numerous times by the city. Each time they find out that the rumors are true, it just grows right back afterwards, it even grows right through concrete if they try to pave over it.

A theatre held on a old sail ship brought onto dry land.

Hog's Head
Run down tavern. Fights often break out.

Jew Tou's
Sells small trinkets.

Less Wanted Pearls
Pawn shop. Sells all sorts of things.

Meat & Wheat
Sells cheap fresh meat and wheat. You can watch them slaughter your food!

Merchant Village
Contains many stores run by upper class merchants. Sells the things that are most commonly bought.

Modern Dryad
Inn often used by non-human visitors.

Olav's Bread
Makes the best bread in the city.

Open Oasis
A tavern in the “Working Sector”

Outlander's Refuge
Restaurant/Tavern where most non-humans hang out.

Overseas
A restaurant that straddles the canal on the main street. Specializes in sea foods.

Peddler's Market
Sells all sorts of things, but hard to always find what you're looking for.

Proteer's Hostel
Not really an inn, but rents out rooms for really cheap.

Quillons & Edges
Blacksmith renowned for his custom weapons.

Imports and exports good to and from local Pellevow businesses.

Shooter's
A place to go and gamble.

The Slippery Scabbard
The seediest place in town, grungy, dirty and they overcharge you too.

Solarity
High end inn in the Working Sector. Has a nice court yard in the middle.

Spices & Stuff
Sells mostly ingredients.

Stud's Stallions
The place where travelers can keep their horses while in Pellevow.

Tornado Down
Slanted inn rebuilt after a tornado tore down the surrounding area.

Whicker Goat
Has a large whicker goat that hangs out over the street from the front of the restaurant. The place is so old that it looks like the goat could fall into the street any day.

General Knowledge

Buying
Always try the peddler's market first, though you may not find what you want. Custom Cut and Quillons & Edges sell the high end, top of the line equipment. The Merchant Village sells all the other equipment and items that will be needed, but its going to cost more. You might get really lucky by trying some of the other stores like Less Wanted Pearls, Jew Tou's or Barnickle's.

Crime
Crime has always been a bigger problem in the Developing Sector. All sectors experience some sort of crime though. There is known to be some sort of organized crime in the city, but it keeps itself well hidden.

Ethnicity
The city has no laws against non-humans, and in fact most citizens are not prejudice against them. However, there are quite a few who are, and so most of the non-humans find it easier to live in one corner of the city. This segregation of the non-humans has led to making it easier for others to fall into the trap of prejudice for they see so little of the other non-humans.
